There can be several reasons why your refund was less than the amount you expected. TurboTax does not receive feedback from the IRS regarding money that was offset from your refund. You'll get an explanatory letter from the Bureau of the Fiscal Service if your refund is offset. The remainder of your refund will be processed as usual. An offset shouldn't delay it, unless your entire refund was applied to your debt.

Be aware also that your Federal refund and state refund do NOT come together.  Federal and state tax returns are processed by two completely separate entities.

Yes, if you provided your bank information on your tax return for a direct deposit, the IRS would have your bank information even if they did not deposit your refund.  You can look at your tax return and see if your bank information is printed on your return.

 

If not, the IRS is setting up a portal where you can enter your bank information to receive the Stimulus Payment as a direct deposit. 

  

Economic Impact Payments 

  

Currently this portal is not available, it is expected to be available later this month.
