What tax year are you referring to?  
If for tax year 2018 it is way to early for the IRS to issue a refund.  The IRS will not even be accepting any type of 2018 tax return until 01/28/2019.  Then if the return is accepted it may be several weeks before the IRS will issue a tax refund.

Sorry my I filef my tax return for 2017 and still have not gotten a refund. It was accepted by the IRS in April. I contacted the IRS but I still have not gotten a refund

I would like to just apply to 2018

You will have to contact the IRS for the status of the tax refund.  You may also want to use a Tax Advocate.  Not sure you can amend the 2017 return to have the refund applied to 2018 since you have not yet received the refund.

Call the IRS:  1-800-829-1040  hours 7 AM - 7 PM local time Monday-Friday

When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.  

So after first choosing your language, then do NOT choose Option 1 (refund info).  Choose option 2 for "personal income tax" instead.

Then press 1 for "form, tax history, or payment".   

Then press 3 "for all other questions."

Then press 2 "for all other questions."  

- When it asks you to enter your SSN or EIN to access your account information, don’t enter anything.  

- After it asks twice, you will get another menu.

Then press 2 for personal or individual tax questions.

It should then transfer you to an agent.

FYI: Wait until the Gov. shutdown is over before calling the IRS.   IRS employees that answer the phone are not working and when they do go back to work there will be a LONG backup.  Local IRS offices are also closed for the shutdown.
