First you did not send the IRS exactly what they wanted as directed in the notice ... so now you must WAIT a long long time until they process the amended return you sent by mistake. Hopefully you sent the 8962 this time. Right now amended returns are taking 6 months or more to process ... hopefully they cash the check you sent soon ... at least you will know your envelope has been opened.

They already cashed my check in March. The IRS guy picked up my call saying that I shouldn't have sent them 1040-X but only 8962 and 1095-A. He also said that he can release the refund and process it between 2-4 weeks but I might have to pay them an additional 300 $ unless I fill another amended tax? I'm so confused.
Hard to understand what is happening and what you did ... but it sounds like one department asked for the 8962 & 1095-A and instead of just sending those forms to the correct location you mailed in an amended return which went to a different office and they have not reconciled the issue of the original return yet ... they have to close the original return first before the amended return can be processed. Due to the covid shut down I am sure your return is going to take much longer to process now. I think the only thing you can possibly do now is call the number on the notice that was asking for the 8962 and see if you can fax those forms now so the original return can finish processing. As for the $300 check they cashed ... that money is just sitting in your account until the IRS figures out what to do with it ... if you had sent the correct forms to the correct location to start with then the original return would have been processed and the refund would have been reduced by that amount ... not sure how the IRS will handle this situation.
No, everything I did was following Turbotax's guide.
If the IRS did not specifically ask you to amend the return then sending in the amended return was not correct.
Now to produce the missing form 8962 if it was not in the original return you had 2 options ... either open the account using the ADD A STATE method OR click on the AMENDMENT option ... either method you use to enter the 1095-A info to populate the 8962 was correct however actually mailing in the amended return was not correct ... it was not what the IRS requested you to do.
Thus they have an issue ... one department is waiting for the requested information to compete the original return and another department ( probable in another state) has the amended return on hold until the original return is processed ... your situation is at a stalemate. CALL the number on the notice you got that requested the 8962 and ask them what you need to do ... hopefully they will allow you to fax the info in now so the gridlock can be busted.

Tried to call them countless time and the response from the automatic answer machine was always like"Due to high call volume we couldn't take your call at this time."
