your talking about your 2017 state return.    do you have copy of return?  did you e-file and get an acceptance e-mail or did you mail it in?

if unsure, your only recourse is to call the state department of revenue.  

yes, receiving your refund while in another country can be a problem.   when you talk to them ,ask what options they offer.
