I filed my state taxes and got approved Jan 28th 2019 I still have yet gotten much state taxes yet. But people I know in the same state as me (Utah) have already gotten theirs

Do you mean Accepted?  Approved is a step, and refunds are not necessarily issued on a First In First Out basis.

Per Utah:

Due to our efforts to protect your identity, please allow 120 days from the date you filed your return or March 1, whichever is later, to process your return and refund request.
