There could be a number of reasons you have not yet received your refund. Generally, if there is a delay, you will receive a letter. However, if you did not, since it has been longer than 21 days, you can contact the IRS to find out more information on the status and any reason for delay with your refund. They are the only ones who will be able to tell you what is causing the delay.
The IRS Where's My Refund website tells you the status of your refund processing: Return Received, Refund Approved, or Refund sent.
TurboTax informs users via email when their return was transmitted for e-filing, and then when the IRS has accepted it for processing. TurboTax does not have access to the IRS internal processes - only when the program has transmitted the return, and whether the return was either accepted (for further processing) or rejected. If your return was transmitted and wasn't rejected, it should be under review for processing.
The most accurate way to check your return status with the IRS, including for returns that don't have a refund, is to use the Online Account for Individuals.
