The 21 days is just TT's estimate - they do not know nor do they get information from the IRS on status as that is confidential between the IRS and you.

The date you see on the TurboTax Tax Home web page is only an estimate based on the IRS target of sending a refund within 21 days after the tax return was received. There is no guarantee that you will receive a refund in 21 days.
If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds
After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.
What do you mean "being confirmed"? Who or where does it say "it's complete"?
Did you efile? Was it Accepted?

When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
