I filed in April my NY State Tax return by post. Still have not receive my refund. Do I need to file it electronically and how can I do that please?

Have you checked the status of the state tax refund on the New York website - https://www.tax.ny.gov/pit/file/refund.htm

 

If there is no status then contact the state Department of Taxation and Finance - https://www.tax.ny.gov/help/contact/default.htm

 

A 2018 tax return can no longer be e-filed.  If you need to file and mail the state tax return again, then use a tracking service from the US Post Office with a return receipt required to confirm the tax return was received.

No, you cannot e-file it.  E-filing is closed permanently for 2018 returns.  If your mailed state return got lost in the mail, you will have to mail it again.  But first you must determine whether the state received it the first time.  Next time you mail any kind of tax return or document use a mailing service that will track it, such as UPS or certified mail so you will know it was received.
