I filed Fed & State but they have to be printed and mailed. Can I go back into turbotax and change the returns since it was not electronically sent and NOT mailed yet?

No. Once the tax returns have been e-filed or mailed the IRS and state Department of Revenue, you are not able to make any changes. Once the IRS and state accept and process the returns, you are then able to amend them. You can follow the instructions in the following FAQ to amend your return. 

Note: Instructions for amending your 2018 tax return will be available on or around March 7th, 2019.

I tried the instructions but still getting: "It looks like your federal return can't be amended right now"

Also tried to Clear and got :"You cannot clear your return.
Once you register your tax return, or pay any TurboTax fees, we can no longer clear and start over."
