i didnt have to pay to get my taxes filed but he opted to pay and seems all who opted to pay recieved theirs

Wait at least 5 days after IRS states they issued the refund. 

Taken directly from the IRS Where's My Refund FAQs: "Please wait 5 days after we’ve sent the refund to check with your bank about your refund, since banks vary in how and when they credit funds. (It could take several weeks before you receive a mailed refund check.)"

Did you have any fee's at all (such as adding a State Refund)? 

If so, if you selected Refund Processing to pay for TurboTax fees out of your federal refund:

• The IRS will first send the refund to a third party bank who will then send TurboTax a payment and then, send the refund to your bank.
