I filed electronically, returns accepted on 06/25/2020, called IRS, still says processing, and also used tool. Do I count the 21 days to include weekends or not?

Forget about "21 days."  

 

To check on regular tax refund status via automated phone, call 800-829-1954. (This line has no information on Economic Impact Payments.)

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.  Many refunds are taking longer during the pandemic. 

 

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

You need your filing status, your Social Security number and the exact amount  (line 20 of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

Are you saying forget 21 days, like this is not a true statement, it takes much longer than that?  And should I bother calling number [phone number removed], cause I already called [phone number removed] and was told it was "processing"

TurboTax gives you an ESTIMATED refund date of 21 days from acceptance of your e-file, which is the average processing time for 9 out of 10 returns during "normal" times.  These are not normal times.  The pandemic has slowed it all down and the IRS has been horribly backlogged.   You will need to be more patient.  The IRS site is your only source of information--TurboTax is not updated by the IRS after you file.
