I efiled over three weeks ago and state of georgia still has not processed my return

This could be a possible explanation . Has your Federal tax return been "Accepted". You can check the status at the IRS.gov link Where's My Refund https://www.irs.gov/refunds because according to the link below, "Until your federal return has been processed and accepted, your state return will show as incomplete. Once your federal return has been accepted, your state return will show as processing and then accepted or rejected by your state."
