First TT pays nothing to anyone... only the payment information is sent to the fed/state and they take care of the payment as directed. If you had a balance due then in the FILE tab step 2 you would have made a choice on how you will pay your state balance due and it could not be taken from a federal refund. Save a PDF of your 2021 return and review the state filing sheet showing your choice on how you were going to pay the balance due.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Turbo Tax never pays any federal or state tax. Did you think it was going to be deducted from your federal refund? You misunderstood. That's not possible. You might have had the Turbo Tax fees deducted from your refund.
The state tax can not be deducted from the federal refund. NEVER. You can only have the Turbo Tax fees deducted. You will still get the full federal refund minus any fees you had deducted. Turbo Tax just shows you a screen at the end showing the Net amount of federal and state combined. But it is just for your own info. You do still have to pay the state yourself separately. See,
Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo. If you owed tax, it will show the payment information and how/when you decided to pay. Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
Or are you asking about the extension payment? How did you pay it? A payment with an extension is not an estimated payment. If you paid 2,000 as an Estimated payment it might have been applied to 2022 as a first quarter estimated payment and not to 2021.
TT showed I have return instead of I owe any money. That's why I'm so confused.
When I filed extension, I paid estimated due tax as $14000. And after official filing, it showed I have return $2000.
How did you pay the $14,000? As was probably said above your only proof is your bank statement or credit card showing it coming out. Where did it show up on your tax return? Maybe it's on the wrong line. Or they applied it to 2022 instead of 2021. Send your state a copy of your bank statement showing the payment or a copy of the check etc.
I paid TT while I e-filed extension. That's why I'm saying i'm surprised State tax billed me and stated they didn't recieve payment from me. I want to speak to TT but there's no way I can talk to TT which really sucks.

That's right. you shouldn't be confused.
TT is not going to pay your state the "amount you owe". You have to do it.
