I e-filed and my return for nys was accepted on 2/16. I have not received my return yet and it still says processing .does anyone else have this problem

Do they include weekends in their 21 day estimate or only business days

The 21 days are calendar days, but it is taking longer.  See this:

Sorry, I just realized you said NYS.  States are also delayed this year, primarily because of budget cuts and backlogs.
