If you do not enter banking information or make another choice like a prepaid Visa, then the default is a check mailed to the address on your tax return.

In the TurboTax program, 

• Select the File tab at the top of the screen. 
• On the E-file Your Federal Return for FREE screen, How do you want to file?, select File by mail.

The IRS allows you to have a foreign address on your tax return. They generally contact you through correspondence by mail.  To see how to enter the foreign address in the program, click on How do I enter a foreign address in TurboTax?

In order to e-file, the IRS regulations require a U.S. bank account to receive your tax refund. You'll need a U.S. bank account (or credit/debit card with a U.S. billing address) if paying additional federal taxes owed.
