What are you trying to do? It is too soon to start working on a 2020 state return. The forms are not ready.

Click on the REVIEW tab to see what it is and when it is estimated to be ready (when operational) ...

Are you trying to get back into your 2019 or earlier online return? It is too late to use online to start, finish or amend a prior year return. You might need to switch to the Desktop program.
