I don't have all my paperwork yet. Can I start this return and save it and come back when all 1099's are in?

Yes. You can start working on your return now and come back to finish it at a later time. 

Click on "My Account" at the top of the screen and click on "Save and sign out". When you are ready to continue working on your return just go back to www.turbotax.com and log back into your account. Click on "take me to my return" and it will pick up exactly where you last left off.
