For state refund to next year, enter it under
State Taxes tab
And keep continuing and stepping though the interview about a dozen or more screens and it will finally ask how much you want to apply. It is probably one of the last questions in the state section.
If you already filed the 2023 tax return with part of your refund applied to 2024 tax, and it was accepted, it's too late to change the amount that is applied to 2024. There's no way to get it back. But you can reduce your withholding or quarterly estimated tax payments for the rest of this year to make up for the amount that you applied from your refund.
