If you are trying to read the transcripts then you are not reading it correctly ... the credit amount will be shown as a negative amount with the date of 4/15 (all the refundable credits will be shown this way) but it does not mean you will get it as a second refund later or that the credit was not included in the refund. Review what was shown on the 1040 line 28 and the amount on the form 8812 along with what you got in advance ... are the numbers not adding up? The IRS will send a letter of explanation a couple of weeks after they change a refund amount ... watch for it.
The balance of your child tax credit is reported on Line 28 of Form 1040. Check your Form 1040 to see if there is a number on this line. If there is nothing on Line 28 of Form 1040, check your Form 8812. Form 8812 might explain why you did not get the other half of your child tax credit.

I have the exact same issue…with the same date as you mentioned with the amount I was expecting ( the other half) . Line 28 of my return shows this amount as the balance also, and we fall under the income limit. But it is not included in my l refund, and I can’t reach anyone at IRS to explain.
