Looks like I did not withhold enough federal taxes via paychecks during 2018. We have one paycheck left. I am wondering if I can submit an electronic payment (as 2018 estimate taxes) to IRS via IRS Direct before 12/31 and count as part of 2018 federal taxes? If I can, where in turbotax or 1040 form should I input the estimate tax payment?

Yes, you can do that. In fact, you can make an estimated tax payment for 2018 up until January 15, 2019. You might still owe a penalty because you paid all the additional tax at the end of the year instead of over the course of the year, but if you pay now the penalty will be less than if you wait until you file your tax return.

Go ahead. TurboTax asks about Estimated Tax at the end when you go to FILE.
