I did not use TurboTax for my 2015 Taxes. Can I use TurboTax to file an amendment to my 2015 taxes?

If the answer is yes... can I start that process before I complete my 2016 Taxes (via TurboTax) or do I have to complete my 2016 taxes before I can start the 2015 amendment.

You can start your 2015 amending before finishing your 2016. You'll need to use prior years software, the link below will guide you to it and also the second link will be how to amend your return.
