I checked my card and there is always a 4$ and some change over drawn. I did use the card but did not use all of it.

Read the fee schedule ... there is a monthly fee that is charged if you are not making deposits to the account regularly ... so if you did not use the entire amount up the $4.95 fee is deducted until the account goes into the negative and then the account will automatically be deactivated after a period of time.
