I cannot download states in Turbotax 2017 to amend my return.

I discovered an error in my 2017 return and am trying to amend it. I reinstalled TurboTax 2017. However, when I try to (re)download the states, I get this error message.

1) make sur you have fully updated the Federal software before you try to download the state

2) Shut down, reboot the computer and try again

3) Had a person yesterday with a similar issue..whose Virus software was blocking it...temporarily suspend your virus software just before you attempt to download/
