I applied all of my 2017 State tax refund to 2018 State taxes. Does it still count as a "refund"? How do I enter that so I get it accounted for properly?

Where does on enter box 4 of the 1099-G State tax refund which shows that all of the 2017 refund was applied to 2018 taxes?

It's still counted as a refund even though you didn't physically get the money.

Enter the state refund, as usual, and also enter the amount as a payment for Other Income Taxes.

To do this, please follow these steps:

  1. On the Deductions & Credits screen, in the Estimates and Other Taxes Paid section, click on the box next to Other Income Taxes.
  2. On the next screen, in the 2017 Refund Applied to 2018 section, click the box next to 2017 Refund applied to 2018 state taxes.
  3. Enter the state and amount on the next screen.
