I amended my return to add childcare expenses and I was given an $860 credit. However, I am not getting this as a refund- it states that I have nothing to be refunded?

The child and dependent care credit is a non-refundable credit. It can only be used to reduce your tax bill. If you have no tax liability, you will not get a refund.
