I am using Turbo Tax Home & Business. I am not quite done with the federal portion can I start on my state taxes and get back to it later?

Yes, you can get back to the federal portion later after starting on the State return, although after editing the Federal return again, you'll want to review your state to make sure all is updated, if necessary.
