I am unable to add my 1098-t form from 2016, it only allows me to answer regarding 2017 and states it is not finished yet?

The TurboTax online editions are only for tax year 2017.  You cannot enter 2016 tax data on a 2017 tax return.

A 2016 tax return can only be printed and mailed, it cannot be e-filed.
