I am trying to amend my state tax return and I am prompted to enter the date that I amended my federal return, but I didn't have to amend my federal return.

The reason for amending my state return is that I received a state tax credit form in the mail after filing.  The new form does not impact my already filed federal return.

Enter the original filing date of your federal return as the date you "amended" it.

If you did not itemize deductions, you do not to amend your federal return because of this state tax credit. However, if you did itemize, then you will need to amend your federal return.
