You can't do that on your 2020 return. You have to pay 2020 separately.

Not sure I was clear. IRS sent a letter that I am to receive a refund from an ammended 2018 return or they would hold it w this years tax. So I want to pay the difference of what I owe minus what they are keeping, which was a refund
