I am retired. Have no income beyond SS. Says Fed rtrn must be mailed. State rtrn can be e-filed. Can't finish and close out rtrns. Just recycles state id & fed fix pages

If Social Security benefits are your only income, you have no taxable income (at least on your federal return). The IRS does not allow e-filing of a return with zero income. If you want to e-file, add $1 of interest income to your return. Then your income won't be zero and you will be able to e-file. You won't owe any tax on the $1 of income.

I can't add interest income to my return.  I don't even get that option when trying to amend.
