I am not eligible for a federal refund so I need to know how to file tax return to get stimulus check

It depends. It was announced today that Social Security recipients who don't usually file tax returns will not need to file to receive a stimulus check. If you have a filing requirement and have not yet filed your 2019 tax return, they will defer to your 2018 filing.

How will i know if i can get stimules check if i havent worked in 5 yrs. I am sighned up for disability, i get medicaid and food stamps

If you are issued a form SSA-1099 each January then you will get a check automatically  IF  you are not being claimed as a dependent on someone else's return.
