I am a veteran. Haven't filed taxes in a few years but I started working again in 2016. Didn't see any place to specify the reason why I didn't file my taxes last year.

You don't need to state that you didn't file last year. Just at the end when you efile 2016 you need to enter your 2015 AGI. If you didn't file 2015 then put zero in for the 2015 AGI.
