When will update to address IRS Notice 2019-25 be available including Form 2210 waiver request for underpayment penalty?

I am a retired(for 10 years) CPA only preparing returns for my family members now.

IRS has lowered the waiver allowance from 85% to 80% for underpayment penalty relief. My son in law has a $389 penalty under the 85% rule but no penalty under new 80% rule.

The changes to Form 2210, Underpayment of Estimated Tax by Individuals, Estates and Trusts, are scheduled to be updated in a release currently planned for March 29, 2019.
