The refund that you are awaiting, is it for the 2018 tax year or a previous year? Also, did you mean Febuary 17,2019?

yes, February 17,2019 also I do not have an email, I am using my neighbor's computer because I dont own one, so you will have to text me I DONT have [removed] ANYMORE
