I agreed to let my ex claim our 2 children on his tax returns as long as that amount go toward his arrearage but he will not file his taxes!! What are my options now?

There was a form 8332 filed with judgement.

Your only option is to talk to your lawyer and ask what can be done. The IRS will not enforce your divorce decree. You have a legal problem, not a tax problem.

You cannot claim your children on your own tax return unless you revoke the Form 8332 that you signed. The IRS would let you do that, but it sounds like you would be violating your divorce decree. So again, talk to your lawyer.
