Underneath your question it says you are using the online Live Basic product. Is that incorrect? Are you actually using desktop software (CD/download)? I suspect you may be using the latter.
This state efile roadblock is a known issue for some desktop TurboTax users that is expected to be resolved in a product update on March 19, 2021.

The issue has been resolved with an update on the software on 03/19. I was able to successfully submit my state tax return.
