You do not say when you filed 2018. If you filed late or amended it the IRS will not have a 2018 AGI in the system for you. You can try using zero for the AGI. If zero will not work and let you e-file 2019 then you need to print, sign and mail 2019.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
And if you recently (in 2020) filed it you had to use the Desktop program and mail it to the IRS. Online is only good for 2019.
The IRS just started opening the mail in June that's been stacking up. Back in March the IRS closed their processing centers and stopped processing mailed tax returns. An IRS spokesperson recently said that they have about 11 million pieces of unopened mail. The IRS says.."We’re experiencing delays in processing paper tax returns due to limited staffing. If you already filed a paper return, we will process it in the order we received it." So you have to keep waiting.
