The default setting for a self-employed business is that all investment is at risk, unless you indicate that some is not.
Return to the Self-Employment topic in TurboTax Online and edit the business in question. Scroll down to Uncommon Situations and edit the line for "Unused expenses, carry overs, non-depreciable assets, etc." Review any entries on this page. Then continue to the end of the interview for this business.
If you don't find an input error under this topic, go to Your Business Info under Business Summary and edit "Actively Participated" under Other Situations.
These are the two areas where the "at-risk" setting could be changed.
The issue is, TT will not allow me to get back anywhere that I can access the 'other situations". I only changed it because upon my federal review when the question popped up as needing an answer and I literally had no idea and chose the wrong one and it made my refund go down. I did "some at risk" but needed "all at risk"
How can I get back there????
After the Final Review is complete, you should have access to the menu on the left column of TurboTax Online, Choose Federal >> Income >> Self-Employment to access the list of businesses in your return.
If the program seems to be stuck, that could be browser-related. Please log out of TurboTax Online, refresh your browser, and clear your cookies and cache. Then restart your browser and log into TurboTax again. Or try a different browser.

Note that if you have already filed your return (clicked the orange Transmit button), you cannot change your return except by amending it after the IRS has accepted your submission.
