Follow the steps below to track your refund when using the Refund Processing Option:

Once you have confirmed that your refund has been released by the IRS and you have selected a Refund Transfer from Santa Barbara TPG you may check the status of your Refund Transfer by visiting our website.

If the IRS WMR tool at that link says your refund has been sent electronically, then where the funds go first depends on what you chose for your refund option. Look at your return PDF and view a page called Electronic Filing Instructions and that should show you what your refund choice was.
Here are some possibilities:
NOTE: It's also possible to have more than one of those situations if fees were paid out of the Federal refund (option 2). For example, a filer might have chosen situations 2 and 3, or 2 and 4.
Has the IRS sent it? When did you file? Did you efile? Was it Accepted?
Did you go all the way through the File tab, through the 3 steps and hit the big orange Transmit Returns Now button?

When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile. And check your spam folder for them.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
The IRS is taking 6 months or more to process returns this year. 3 weeks (21 days) is just an estimate.

IRS didn't send me anything. I efiled with turbotax. On turbotax webiste it says "Accepted". Date was 14 Feb 2021.
Are you asking about a 2020 or 2021 return? If you filed in Feb 2021 that would be for 2020. Does your account at the IRS show they sent it? Were you having the fees deducted from your refund?
