I have a friend that filed his taxes in 2016 but was incarcerated in March 2017. He had already filed his taxes but the IRS sent him a letter stating he had to prove that it was him. I have his POA. Is there any way for me to collect the refund on his behalf?

Yes, you will have to have a POA that specifically authorizes you to receive the individuals tax refund. You will have the individual enter this authorization by checking the box Other acts authorized in section 5a Additional Acts authorized and entering their authorization for you to receive their refund.
