It depends on your location. 

Keep in mind that it may not have been sent out on that actual date.

If you don't receive it within 21 days, you will need to call the IRS at 1-800-829-1040.

I’m in SC I called an wmr says mailed on 4/5 I called irs they said it was sent out that day I’m just confused

Check with your post office. Let them know what the IRS told you. They don't need to wait 21 days to begin their investigation
