The IRS does not approve the advance. 

You'll get your Refund Advance funds typically within 15 minutes of the IRS accepting your e-filed tax return (estimated late January).

You e-filed early, but now your return is just sitting on a server until late January when the IRS will begin to accept/reject e-files.  The advance will be paid if and when the IRS accepts your e-file.
