How is it possible that the 1040X date has been postponed now for a third time? from 2/8, then 2/22, now 3/7?

1040X is available in fillable PDF format at www.irs.gov

It's pretty straightforward. Follow the "Instructions for Form 1040X".

You must have a paper copy of your original return.
