How does the IRS or CA State get the W2's that I have from my employer and I'm suppose to send with my tax returns when I have filed my returns by e-file?

They match your return to the copies your employer filed. They have already have them. If the IRS has a problem they will mail you a letter and you would then send them a copy of your W2. So be sure to keep all your tax papers for several years.
