How do you you amend 2017 tax return to include state tax return?

I reside overseas I filed CA state tax as non resident and also need to file NC non resident state tax for 2017

@arter-michelle-g - do you owe or expect a refund..... the State will not honot refunds as the deadline to claim a refund was April 15, 2021 (so not worth filing) but if you owe, you owe.....

and if you have to file 2017, you'll have to manually prepare the return because Turbotax no longer offers the app for 2017 and those offered on websites can not be updated and may not even be able to be installed. the other option is to use a tax pro.
