You cannot "sign up."

TurboTax will be offering a refund advance loan —but not until January. And you do not get the money until the 2020 e-file has been ACCEPTED by the IRS.You also have to agree to receive your refund on the prepaid TurboTax Visa.

In the past everyone was not offered an advance. I know that I never was. But this year any one who has a refund of $500 or more can select to take it as a refund advance loan.
