Well, I found a workaround for this defect. I had zeroed the SIMPLE contribution, and the page simply skips the SIMPLE employer contribution page when there's 0 in the employee contribution - even if there's a value in there. I put a value back in the SIMPLE contribution, and the page dutifully brought me to the employer contribution page, where I zeroed THAT out, then went back and zeroed out the employee contribution.
