You cannot pay your state tax with your Federal refund. You have to choose another option like use a credit card or mail a check or money order.

My OR State refund was approved by state authority and issued on APRIL 15th, i chose the REFUND TRANSFER SERVICE, it went directly to turbo tax and i have not received it
