How do I get my paid penalty back, turbo tax calculated 90% government changed it to 80%?

I submitted the tax return  3-24-19 and found out that the government had lower the withholding penalty fee from 90% then to 85% and now 80% as of last week.  I would not have to pay this penalty and I need to know what I need to do to have this $56 penalty fee refunded to me

According to the IRS:

Taxpayers who have already filed for tax year 2018 but qualify for this expanded relief may claim a refund by filing Form 843, Claim for Refund and Request for Abatement and include the statement “80% Waiver of estimated tax penalty” on Line 7.  This form cannot be filed electronically.
