Sorry you misunderstood. You can never have a tax due deducted from a refund. You will still get the full refund and have to pay the full tax due yourself. Turbo Tax just showed you a screen at the end combining federal and state . But that was only for your own info.
You can only have the Turbo Tax fees deducted from your refund (and only from a federal refund).
If you have the Turbo Tax fees deducted from your federal refund there is an Extra 39.99 Pay with Refund charge.
What you are see in the NET between a tax refund and taxes owed. Taxes owed can never be paid from a tax refund, federal or state.
You will receive your full federal tax refund unless the IRS changes your tax return and your refund. Then you would receive a notice from the IRS for the reason of the change.
To not pay for or file state you can delete it
